Start has always been a leader in the field of early childhood
education. Head Start programs are administered through the
Head Start Bureau which identifies topics of importance and
focus for the Head Start community. These topics are called
initiatives and are based on a combination of national trends
and priorities identified in the Head start Act. (The Head Start
Act is the law that is approved through congress and provides
funding the the Head Start programs.) Migrant and Seasonal Head
Start has been working to address the various Head Start initiatives
