The Head Start Program Performance Standards (HSPPS) state that “Communication with parents must be carried out in the parents’ primary or preferred language or through and interpreter, to the extent feasible” 1304.51 (c)(1)&(2). The majority of Migrant Farm workers nationwide are of Latino descent and the majority of the children and families who receive services from Migrant and Seasonal Head Start list Spanish as their primary language. In order to comply with Performance Standards in the area of language and culture, and engage in best practice service provision to young children and their families the program must:

  1. Provide materials, trainings and classes in the primary language of the family
  2. Hire culturally and linguistically competent staff

Migrant and Seasonal Head Start programs are not the only programs that provide services to Spanish speaking families. The numbers of Spanish speaking families in non-Migrant and Seasonal Head Start programs is growing every year. Currently, as many as 27% of the families served in Head Start Programs nationwide list Spanish as their home language.
